Private message system

I keep having messages held up in "outgoing" box when I reply to Private Messages on the forum. Doesn't seem to be any way for me to force the message to "send". Eventually/1-14 days later it will disappear. For anyone awaiting replies I'm not ignoring you.
Is this a bug/feature of the software being used? Does this mean the person I'm sending to inbox is full?
